Revisions to Tariff Policy
Assisted a U.S. battery manufacturer that was establishing a new plant by advocating for Section 301 tariff relief for certain modular input parts which saved the company nearly $11 million and the factory build out proceeded and resulted in more than 100 new manufacturing jobs.
Preserving Access to Supply Chain Inputs
Advocated for a U.S. company to secure access to much needed stainless steel inputs in the wake of steel tariffs which allowed the continued manufacturing of craft beverage kegs and avoided the layoff of 60 employees and ultimately resulted in a $6M production facility expansion.
Tearing Down Trade Barriers
Persuaded the Thai government to withdraw a WTO-notified ministerial regulation that would have imposed unnecessary and costly testing on over $23 million of exported motorcycle mufflers and exhaust pipes used in assembly of motorcycles.
Securing Strategic Supply Chains
Following the Baltimore bridge collapse, directed USG interagency communications with impacted U.S. companies and ensured the port delivery of bauxite ore needed for aluminum smelters and successfully prevented the idling 130,000 metric tons of U.S. aluminum production, safeguarding 15% of national capacity and nearly 600 jobs.
International Cooperation on Critical Minerals & Metals
Successfully guided USG interagency and congressional advocacy securing U.S. support for full membership in the International Nickel Study Group, advancing clean energy and supply chain security priorities while prompting a Senate amendment in the National Defense Authorization Act to authorize long-term U.S. participation and funding which countered efforts by our adversaries.
Power Competition with China
At the Office of Management and Budget, led the first comprehensive analysis of U.S. government spending on strategic competition with China, producing data that drove a funding decrease of $6 billion to effectively counter-China and cut technical assistance by over 50% to further strengthen U.S. national and economic security.
Awards for Defense Production Act & Bipartisan Infrastructure Law
Directed U.S. Commerce Department’s critical minerals efforts, coordinating across five bureaus and the USG interagency to provide market analysis that informed over 100 project proposals totaling nearly $7.5 billion in federal funding for U.S. critical minerals and metals development.
Forced Labor Enforcement
Made recommendations on $18 billion of proposed forced labor tariffs involving imports from China’s Uyghur region. Also consulted with U.S. industry and led interagency efforts to improve the forced labor review process and secured the narrowing of $1.3 billion sectoral action to focus on aluminum only as opposed to other nonferrous metals -preventing supply chain disruptions and protecting clean energy priorities.
Sustainability & Circularity of Advanced Textiles
Launched advanced textile materials and sustainability initiatives involving a $29 billion market that strengthened USG leadership in emerging sectors and partnered with the private sector to drive global economic and environmental benefits projected to exceed $192 billion and reduce greenhouse gas emissions by over 8% by 2030.
Resolving Supply Chain Disruptions
As a senior trade representative, led U.S. and international coordination efforts that resolved a $30 billion global shipping bankruptcy crisis, securing financial assistance that kept vessels moving, prevented port shutdowns, and protected $500 million per day in U.S. economic activity.
USG Coordination on Production of Plastics
Following consultation with U.S. industry, led a 16-agency interagency effort to create the first U.S. government list of priority chemicals, securing manufacturing supply chains, reducing foreign dependence, and shaping international plastic pollution treaty negotiations impacting $69 billion in exports.
Categorizing Customs Data on PPE Trade Flows
In response to the COVID pandemic, led an whole of government initiative to ensure access to data needed to monitor supply chains and boost domestice production for masks, gloves and gowns totaling nearly $19 billion of PPE.
Closing the DeMinimis Shipments Loophole
Working in tandem with the apparel and express shipping industry, led efforts to strengthen U.S. trade enforcement and competitiveness by shaping de minimis policies affecting $54 billion in imports and driving $4 billion in private investment in Central America’s textile sector to advance economic opportunity and regional stability.
Addressing Vulnerable Supply Chains
During the height of the COVID pandemic, provided expert industry analysis and trade data on infant formula which resulted in 35 million lbs. of infant formula, equal to more than 524 million bottles, receiving the necessary certification to be imported and address supply gaps in the United States.
Data Management
Worked with the private sector and surveyed international trade data on $162 billion in textiles and designed a treaty-compliant website for the World Wine Trade Group which enhanced coordination among nine governments and supported growth of wine exports totaling more than $8 billion.
